Maharashtra Deputy CM Devendra Fadnavis Urges Stronger Forensics, Digital Tools To Enforce New Criminal Laws

The implementation of the three newly introduced criminal laws—Bharatiya Nagarik Suraksha Sanhita, Bharatiya Nyaya Sanhita, and Bharatiya Sakshya Adhiniyam—should be leveraged to bring crime under control, Maharashtra Deputy Chief Minister Devendra Fadnavis has emphasized. He also directed authorities to strengthen the network of forensic laboratories to enhance criminal investigations.

Chairing a review meeting on the implementation of these laws, Fadnavis instructed that all police officers must complete the required training. He also suggested introducing new refresher courses to keep law enforcement updated with modern crime-fighting techniques. The revised laws prioritize the use of advanced technology in crime investigations, which is expected to increase conviction rates across the state.

Forensic evidence plays a crucial role in securing convictions, with samples often collected from hospitals and medical colleges. Fadnavis stressed the need to establish forensic laboratory facilities at such locations. Additionally, he directed authorities to expand the bandwidth capacity of the Crime and Criminal Tracking Network System (CCTNS 2.0) to improve data connectivity and enhance crime detection at the national level.

In Maharashtra, forensic evidence analysis has been made mandatory for crimes carrying a punishment of over seven years, with a current compliance rate of 65%. Fadnavis called for increasing the use of forensic evidence even in cases with lesser penalties. He also directed that investigating officers be provided with tablets to aid forensic documentation and that the procurement of such devices be expedited.

To ensure efficiency in judicial proceedings, Fadnavis proposed implementing e-summons and e-witness testimony with judicial approval. He also suggested enhancing video conferencing facilities in prisons to allow inmates to communicate with their families more effectively. Additionally, he directed officials to explore the feasibility of e-courts to expedite case resolutions.

The high-level meeting was attended by Additional Chief Secretary (Home) Iqbal Singh Chahal, Director General of Police Rashmi Shukla, Principal Secretary (Law & Justice) Suvarna Kewale, Chief Minister’s Secretary Shrikhar Pardeshi, Additional Director General of Police (Prisons & Correctional Services) Suhas Warke, and other senior officials.
